PPP Models

Differently form the conventional procurements, there are various models, which are including to design, built, operate and maintenance of the investments or services, for the PPP implementations.

Both parties can form different types of models, for the optimal risk allocation and for cost reducing, within the legal framework.

Within this context, every project, which is beneficial for country and technically viable, can become practicable with private sectors' contribution, via appropriate model. Realization of this purpose depends on; to establish the best model which provides the maximum benefit to the public sector, to determine the relevant variables and to scope out risk analysis. The private sector, also, make the same analysis to compute how to make cooperation with the public sector.

BO (built-operate) and BOT (built-operate-transfer) models are frequently applied sub-models of PPP in our country but, they are not the complex examples. Projects, which are realized by BO and BOT models, have to be financially feasible and practicable for the entrepreneur. But it is obvious that, in practice most of the PPP projects are practicable but they are realized in unfeasible fields. For these kinds of projects, public party provides for opportunities for private sector to make them attractive, in this way the real public-private partnerships can be set up.
